Case study

Franklands Drive, Addlestone

The Department for Communities and Local Government (DCLG) on behalf of the Secretary of State granted planning permission for the development of 350 100% affordable houses at a site situated in Addlestone, Surrey.  The site, located close to Row Town, comprises approximately 23.6ha of open space, bisected by a former sand pit and a triangular shaped pond.

Millard Consulting is working with the site owner, Paragon Community Housing Group, to transform the site into the proposed residential development by providing guidance and advice through the planning process and construction stage of the project.

A significant aspect of the work Millard Consulting are providing includes environmental consultancy services to investigate and identify areas of contamination.  The triangular shaped pond was found to contain significantly elevated concentrations of solvent and hydrocarbon contamination in the surface water, silts and soils.  An investigation of the groundwater confirmed the presence of elevated hydrocarbon contamination and vapours.

An environmental risk assessment was prepared together with outline remedial options that were subsequently approved by the Local Planning Authority and their consultees.  The implementation of the remedial strategy for soils and groundwater and the validation of remediation works to ensure suitability of the site for the proposed development is proposed.

Imperial Machine Company, Croxley Green

The former Imperial Machine Company (IMC) factory site is situated to the southeast of Croxley Green in Hertfordshire and up until recently was used for the manufacture of industrial catering equipment.  However, following the closure of the site and relocation of IMC to new premises in Wexham, the development potential of the site was quickly recognised.

Millard Consulting worked closely with the master planner and site owner to successfully obtain outline planning permission to redevelop the site into 40 residential units with private gardens and open space.  As part of the planning process Millard Consulting prepared a Phase I Environmental Risk Assessment followed by intrusive Phase II Site Investigations.  The reports, which identified contamination ‘hotspots’ within the shallow soils as a result of the site’s history, were reviewed by the Environmental Health Officer (EHO) at Three Rivers District Council, as part of the planning consultation process.  The information was well received by the EHO who stated that “overall the reports seem satisfactory, clear and well thought out.”  Following appraisal from the Local Planning Authority providing necessary contribution to gaining planning, the reports were then used to promote and sell the site with information to a housing developer.

RAF Bentwaters, Rendlesham – Phase I Environmental Risk Assessment

Following the sale of RAF Bentwaters (a former United States Air Force airfield) during the early 1990s, the site has been used for light industrial and commercial activities.  An application for outline planning permission was submitted by the site owners for continued use however, due to the history of the site the Local Planning Authority requested a Phase I Environmental Risk Assessment to accompany the application.

Millard Consulting undertook an extensive site walkover of the 400ha site and additional information was collated through a review of historical plans and correspondence with the Ministry of Defence, Air Historical Branch and the United States Airforce.  On site sources of contamination were found to comprise asbestos, POL points (Petrol, Oil and Lubricant), numerous fuel tanks and chemical storage.  Further intrusive investigations have been recommended in order to further assess the extent of contamination and potential risks.
